Nope, I started 2 new chars in Pre over the past few weeks and they went the same way: Fetched her broken flute from the river bank and gave her 3 or 4 Irises (4 for my first char, 3 for the second). She needed no flute nor cape. Gwen is cheap.

There's the ancient bug still around that if you party up with someone who have already bought the flute, cape and all that stuff for Gwen, it counts as if you had already done that too.
I'd recommend getting the Tapestry Shred before partying up with anyone, just in case.

If you didn't do the quest to get her Broken Flute from near the skale down the river, that may be why. Otherwise, I'm not sure. Maybe she's pissed that you didn't save Ascalon in the end. XD

Oh thank god, i thought It was just me. I bought taht stupid cape, and that stupid flute and she wouldn't take them! i kept giving her flower, after flower and she wouldn't give me the stupid tapesty shred.

If you have flowers in your inventory, she will just keep taking them until you have none. So if you have more than 3 or 4 flowers, drop the rest and see if that works.

The tapestry thread is not needed for anything anyways.
In GW:EN all you need is one of the following to access her special quest.
Tapestry Shred
Tatered Cape
Broken Flute
Red Iris Flower(which are abundant in GW:EN)

Not true. The quest "Then and Now, Here and There" can only be obtained with the Tapestry Shred.

Cape works too, I think. Cant remember. You are correct though in correcting Crom in that you do need more than just the Irises to get both quests from Gwen.

The quest dialogue for Then and Now, Here and There specifically mentions you giving the Tapestry Shred back to Gwen.
Fire and Pain is the one that accepts several different items to start the quest.

You don't even need the cape. Fetch her broken flute, then give her the real one, then give her 4 red iris flowers and you're done. It takes all of 15 minutes if you know what you're doing (that's making a new character, getting the tap shred, getting a mesmer secondary and passing to post-searing where you can stick it in storage)). Tap shreds aren't customized either, I found all this out by farming them for my old Proph characters after GWEN came out and it became apparent that I needed them. I've personally always found little Gwen profoundly annoying, so I was not in the habit of buying her things (or allowing her to tag along at all) in the old days.

I set up a pre char and partied with a guildie and could not get a shred. I then restarted and got the broken flute, bought a flute and gave her 3 or 4 irises to get the shred. Went post and gave it to the char I wanted to get it for. Went back in again and did it again for my other prophecy char. simple.

No good. Gwen is the one who gives the Quest to cross the river and go get the broken flute, right? She's never offered that Quest to me. (Or if she did, I zapped through it and promptly forgot it. Hardly a Quest worth remembrance...) I searched around the other side, and there's nothing there of course.
The only person I have teamed up with in Pre-Searing was one of the Guildies I mentioned who is also having the same problem. And that was just long enough to get my RES Signet. Is it possible HE teamed with someone that already had the Shred, so HE ran into the old bug that made his game think he completed it too? And then passed the bug on to me? OOP! ACK! THPPTT! That would suck.
When I look at Gwen, she IS wearing a cape already... does she always have one? Or does she start without one until you buy one for her? I can't recall if I did the RES Signet before talking to Gwen for the first time.
I've already got both Gwen's Flute (x2) and the Rose Focus. Mainly I'm trying to help out some Guildies who would like their own. Getting her to cough up a Tapestry Shred is harder than the GW:EN Quest she gives!

yup, you have the Gwen plague. If you see her in cape before you've given it to her, you were once partied with someone who had. Happened to me on 2 occasions before I realized what was up (this was waaay before GW:EW though. Only way to get a shred then is reroll and do it BEFORE you party with ANYONE, sorry. You can always keep this char and try again with another

She shouldn't be wearing the cape.... meaning you have partied with someone who already (was thought to have) fulfilled the requirements. Whoops. Start again. But like Vinraith says, it shouldn't take more than 15 mins to repeat.
